The Garut Sheep for Prosperity (GS4P) Program is an inclusive livestock-based economic empowerment initiative developed by PT Mustieka Barokah Mandiri (PT MBM) to improve rural livelihoods through sustainable Garut sheep breeding and value chain development.

The program integrates productive livestock enterprises with entrepreneurship development, technical capacity building, financial literacy, and community empowerment using an Inclusive Plasma Partnership Model. Under this model, PT MBM provides breeding stock, technical assistance, veterinary services, feed innovation, and market access, while participating households contribute housing facilities, labor, and daily livestock management.

GS4P aims to transform traditional livestock farming into a commercially viable and socially impactful enterprise that strengthens household income, food security, employment opportunities, and climate resilience.

Revenue generated from livestock production is shared transparently between PT MBM and partner farmers under mutually agreed partnership arrangements, ensuring equitable benefit sharing while supporting business sustainability and long-term community development.

Indonesia possesses significant natural resources and one of Southeast Asia's largest agricultural sectors. Livestock farming, particularly sheep production, presents substantial opportunities to improve rural livelihoods and contribute to national food security.

However, many smallholder farmers continue to face challenges such as:

• Limited access to productive assets
• Insufficient working capital
• Low-quality breeding stock
• Limited technical knowledge
• Poor market access
• Inadequate veterinary services
• Low productivity and profitability

At the same time, increasing domestic demand for sheep meat, breeding stock, Qurban, and Aqiqah animals creates significant market opportunities for rural producers.

PT Mustieka Barokah Mandiri recognizes the need for an integrated approach that combines business development, community empowerment, technical assistance, and sustainable market access.

The GS4P Program has therefore been designed as a scalable social enterprise model that creates shared value for farmers, communities, investors, and development partners while contributing to Indonesia's Sustainable Development Goals (SDGs).

The GS4P Program aims to empower rural households through inclusive livestock entrepreneurship and sustainable economic development.

Specifically, the program seeks to:

• Improve household income through ownership of productive livestock assets.
• Develop technical competencies in Garut sheep breeding and management.
• Promote entrepreneurship and financial literacy among rural communities.
• Increase participation of women and youth in livestock enterprises.
• Strengthen sustainable livestock value chains from breeding to market.
• Improve access to veterinary services and feed innovation.
• Support local food security through increased livestock productivity.
• Develop scalable community-based livestock enterprises.
• Create sustainable employment opportunities in rural areas.
• Promote environmentally sustainable livestock production through circular agriculture.

The GS4P Program is designed for vulnerable and economically active rural communities seeking sustainable livelihood opportunities.

Primary beneficiaries include:

• Rural Households: A total of 150 participating households will become direct beneficiaries through the Plasma Partnership Model.
• Women: Women are actively involved in livestock management, financial administration, processing activities, and household enterprise development. Target: 300 women beneficiaries.
• Youth: Young people participate in livestock production, entrepreneurship, digital marketing, and value-added processing. Target: 150 youth beneficiaries.
• Smallholder Farmers: Existing livestock farmers receive technical support to improve productivity and profitability.
• Rural Communities: Indirect beneficiaries include suppliers, local traders, service providers, and community members. Target: Approximately 750 indirect beneficiaries.

The program is expected to establish a sustainable rural economic ecosystem that creates long-term employment and business opportunities throughout West Java.

By 2030, GS4P is expected to become a nationally recognized model for inclusive livestock-based rural development.

The GS4P Program applies a transparent and accountable business management system to ensure sustainability and trust among all stakeholders.

• Business expansion progress

The program is implemented in Garut Regency, West Java, focusing on Garut sheep breeding, fattening, and value chain development.
